He graduated from Barnstable High School in 1980. He began working for the Town of Barnstable as an Information Systems Director from 1982-1992. During this time, he also was involved in many other government civic organizations, including town meeting member 1985-1988, Charter Committee Member 1988, Barnstable Housing Authority 1990-1999 (chairman 1992-1994), Barnstable Local Planning committee 1991, Cotuit-Santuit Historic District Study Committee 1993-1995. In 1993, he took his talents to the City of Boston. He served as the Chief Information Officer for Massachusetts Office of Public Safety and then the Massachusetts Department of Social Services. In 2002 through 2004, he was the CIO of the City of Boston. In June of 2004, he began serving as the CIO of the Massachusetts Trial Court in the Greater Boston Area. His final job, from which he retired from in December 2020 was as the CIO for the Massachusetts Judiciary System. During this time he was also the Director of Commonwealth Cooperative Bank from 2005-2014. He was predeceased by his father, Lee Burlingame of Cotuit. He is survived by his mother, Ann Burlingame of Cotuit; sisters, Sheryl Burlingame of Harwich, and Cindy Neves (Dan) of Cotuit.
