He was born April 17, 1941 in Ballinger, TX to Orval and Edra May Ripley. Billy received his AA from San Jacinto College and graduated from the Houston Police Academy in 1963. He retired from Houston Police Department as a Lieutenant after 29 years of service. He was a member of Memorial Baptist Church and a very active member of the Southwest Football Officials Association for 30 years. He is survived by his loving wife of 45 years, Genia Ripley; mother, Edra May Horn; son, Randal Lee Ripley,who is on active duty with the U.S. Coast Guard Helicopter Division, and daughter, Carie Lynn Wells and husband Daren; sister, Carol Horn; grandchildren, Weston Lane and Vance Lawson Wells; mother-in-law, Zeola Long; brother-in-law, Martin Long and wife Gail; sister-in-law, LaNette Story and husband Billy Joe; numerous nieces and nephews. He was preceded in death by his father Orval Ripley. A Celebration of Life was held on Tuesday, March 17, 2009 at 2PM at Memorial Baptist Church 6901 Fairmont Pkwy in Pasadena, TX. The family visited with friends from 1PM to 2PM at the church. Pastors Blake Lander and Jim Daniel officiating.
