Mr. Phinney was a retired real-estate dealer. He was a partner in the firm of Jones & Phinney which platted, developed and sold the Mount Baker Park, Carlton Park and other Seattle residential subdivisions. Mr. Phinney married the former Daisy E,. Perkins of Portland, OR, May 2, 1913. He was an Episcopalian and a member of the Republican Party.
